The National Insurance Institute will pay a financial grant and will finance a care and rehabilitation (assistance) basket for those who were in a combat zone on October 7, 2023 (such as Hof Zikim, Hof Nitzanim, parents who came to save their children from assaulted parties, people who came to save the residents of the South, and more) - provided they meet the conditions of entitlement.
Important to know!
According to the government decision, this grant cannot be received along with a disability pension from hostile actions, therefore, if you submit a claim for hostile action disability pension after submitting a grant claim, we will have to ask you to repay the grant in the following manner:
- If in the first year of submitting the grant claim, you are determined to have a hostile action disability degree not qualifying for compensation (rate of 0% - 9%) - you will have to repay 60% of the grant amount.
- If in the second year of submitting the grant claim, you are determined to have a hostile action disability degree not qualifying for compensation (rate of 0% - 9%) - you will have to repay 30% of the grant amount.
- If within 7 years of submitting the grant claim, you are determined to have a hostile action disability pension qualifying for compensation (rate of 10% - 100%) - the grant will be deducted from the compensation to which you are entitled.
Who is eligible for the grant and rehabilitation basket?
To receive the grant, you must meet all of the following conditions:
- You were in a combat zone on 7.10.23, such as Hof Zikim, Hof Nitzanim, or you came to rescue the partygoers or residents of the South, etc.
- You submitted a claim to be recognized as a hostile actions victim by 6.10.24 and were recognized as a victim of hostile actions.
- You have not been assigned a hostile action disability degree of 10% to 100% and you do not receive a benefit from National Insurance or the Ministry of Defense due to the events of October 7th.
- Those who received initial grants at the beginning of the war - may also be eligible for this assistance.
Please note,
Anyone who was in a combat zone and also lived/was hosted/stayed in the Gaza strip surrounding - will receive
one grant according to the
eligibility level of the settlement in which he stayed.
However, if he is a relative of a person killed, hostage or a released hostage - he will receive a grant on both grounds of the place where he stayed and his family kinship.
Examples:
- A resident of Yad Mordechai who was in Hof Zikim - will receive one grant at level 2 (the level of the Hof Zikim)
- A person who came to save residents of Gaza surrounding settlements who is also the brother of a hostage - will receive a grant for those who were in a combat zone and another one for his family relationship.
Amount of the grant and the rehabilitation basket
The amount of assistance for those who were in a combat zone will be at level 2:
- For an adult: a grant of NIS 14,360 + funding for a care and rehabilitation basket of NIS 7,300
- For a child: a grant of NIS 2,872 + funding for a care and rehabilitation basket of NIS 7,300
Submitting a claim for grant and rehabilitation basket?
To check eligibility for the grant and rehabilitation basket, a grant claim must be filled out online on the website for every insured person aged 18 and over.
A claim for a child will be submitted by the parent who receives the child allowance or the person in whose custody the child is.
Important information!
Even if you think you may be eligible for several grants, you must submit a single claim and based on the details you have provided, we will determine what you are entitled to.
A grant claim can be submitted until 31.12.2025.

What does the rehabilitation basket include?
- Financing studies at an institution of higher education, engineering studies, diploma studies and vocational training.
- Financing mental health care provided by therapists such as a psychiatrist, psychologist, social worker, art therapist and more, who have been authorized by the Ministry of Health or the Ministry of Welfare to provide mental health care.
How do one receive a rehabilitation and care basket?
Those interested in receiving this assistance should contact the educational institution or therapist independently, pay them and we will transfer refunds to them based on the receipts presented up to the eligible amount.
